1. Introduction

Spot-a-Cop Standard Operating Proceedures (SOP) is a governing document by which all matters shall be referenced. The SOP stands as the ground rules of operation, usages, and member activities. The SOP shall be upheld per the contents herein. Any additions, changes, alterations, or variances are subject to administration approval. The SOP is subject to change. In the event of an SOP change, said changes shall be posted in view of public access.

2. Overview and Mission Statement

Spot-a-Cop is a group that is completely member driven. It is a place to post and receive real time alerts that effect our community. Focusing on alerts such as: Police Checkpoints, Speed Traps, Amber Alerts, Accident & Traffic Alerts, as well as other Emergency Alerts that effect our Community.

Spot-a-Cop - Protecting our Community

Our mission at Spot-a-Cop is to offer protection from corruption of police and law enforcement agencies. Spot-a-Cop does not condone the willfull violation of any state or federal laws and encourages all members to exercise proper conduct.

3. Terms of Service

By using Spot-a-Cop, visiting any of its sites, groups, blogs, or other cyber real estate, the user (YOU) hereby agrees to the following Terms of Service.

All members and admins must obey the SOP.

All members and admins must obey any applicable laws regarding their participation, posts published, or claims made.

No member shall be removed from the Spot-a-Cop network without violating the rules contained within the SOP.

All blocks or banishments must be accompanied by at least 2 administrators approval.

No initial ban or block shall last more than 30 days.

Members engaging in arguing or fighting may be muted at the admins discretion for a period of not more than 30 days. After such time, a suspension shall be implemented.

Any violations resulting in multiple bans of 2 or more previous suspensions, are subject to indefinite ban or blocking durations.

Spot-a-Cop nor any of its affiliates shall be permitted to sell or disclose any member or adminstrators personal information collected or shared for profit. Your privacy shall always be respected.

Spot-a-Cop shall not be liable for any personal or professional information posted by the member.

Spot-a-Cop is not liable for any posts made and all accountability shall fall directly on the original author.

3a. Member Rules

1. No posting of child pornography

2. No posting of Pornography

3. No posting of any content that insights or promotes violence, criminal activity, or endorsements of conduct deemed unacceptable by the Constitution of the United States and the Bill of Rights.

4. No member shall verbally assault another member or person with the intent to cause unjust reprecations.

5. No solicitation shall be permitted without the express written consent of Spot-a-Cop's Administrative Panel.

6. No member shall engage in cyber bullying.

7. No member shall be silenced for communicating ones thoughts, views, or "stand points". Freedom of speech shall be upheld so long as the posts or content does not condtradict Spot-a-Cop's SOP, any state or federal laws, or aggressive attacks on other members or the SOP Administration and or administrators.

8. Any member who posts content for the sole purpose of instigating anomosity or confrontations shall be banned or blocked at the discretion of Spot-a-Cops administrative panel in accordance with the rules and regulations contained in this document.

9. All posts shall consist of alerts, notices, or other posts that do not contain personal opinions and views or other messages that do not pertain to the mission statement.

10. All personal posts containing personal views, opinions, or other messages not pertaining to the mission of Spot-a-Cop shall be posted to the MEMBERS AREA or THE OPEN FORUM. All violations are subject to deletions within 12 hours.

11. No posts shall contain slurs against a profession (i.e. Pig, Bacon, Pork Product, etc.)

12. As a member of this group You agree to not use any information, photos, or messages for any illegal purposes or for purposes that generate unjust treatment or community view.

13. No attacks, threats, or rude private messages directed or sent to admins allowed.

14. No trolling or excessive arguing. Keep it clean and classy. If you disagree, say your piece respectfully and move on.

15. Law Enforcement Agents are allowed membership.

16. Bounty Hunters, Private Investigators, and Officers of the Court are permitted to operate within the SaC Network provided that the current sitting President of SaC (unless they are the focus of the investigation) and Security Admin are notified so that your account may be on our preapproved operations list.

17. Do not post the identities of victims and fatalities prior to their identities being released in the main stream media. This is to protect the families. You may devuldge that info privately off the SaC network.

18. Do not post photos or video, nor personal infor not limited to the addresses, vehicles, family members, pets, homes, or other personal info about officers. The only photos allowed are photos taken where there is no reasonable expectation of privacy.

3b. Administrative Rules

1. All administrators must obide by the SOP and uphold it to the best of their ability.

2. All administrators shall limit their activity to the authority and governing permitted by the SOP.

3. No admin shall block or ban any member without seeking a second administrators approval.

4. All administrators are deemed authorized authorities and officers of Spot-a-Cop and as such all admins shall be held accountable for any violations commited as an official administrator.

5. Administrators shall have their decisions scrutinized by the administrative panel at any time without notice to ensure fair and effective governing of the group or network.

6. Administrators are the last and final word in regards to any issues, content, or activities where a Spot-a-Cop representative is called upon.

7. Adminsitrators will be required to adhere and exercise the arbitrative policies and proceedures set forth in this document.

8. Admins MUST hold certifications or pending certifications with a Sr. Admins approval, in order to serve in those respective roles.

9. Admins MUST take examinations to meet the bare minimum required to be an admin.

10. Admins may NOT verbally attack (i.e. cuss out or insult, or threaten with bodily or property damage) another member in private message. However Admins ARE permitted to contact members and issue warnings about SaC Code of Conduct.

3c. Membership Definitions

Guest Member = Users who are not regeistered members of Spot-a-Cop. Guests are permitted to view any and all content contained on Spot-a-Cop. However Guests are not permitted to post any content.

Member = Users who have "Joined" Spot-a-Cop and are registered members of the group. Members have full access to any and all content contained on Spot-a-Cop. Members may also postcontent to the Spot-a-Cop group.

Assistant Administrator = Entry level admins serving as support for upper level staff.

Administrator = Members with authority to operate as a representative of Spot-a-Cop. Administrators are bestowed full authorization of authority. They may post, access content, block, ban, add, and invite members to the group.

3d. Membership Requirements

1. Members must posses a valid facebook account or email address

2. All members must be 16 years of age or older (Except Project LIFE)

3. All members must agree to the SOP and Terms of Use or Service.

4. All members must obey all rules and regulations, policies, and proceedures of Spot-a-Cop and/or its administration.

5. Members must be registered Facebook members for at least 30 days (or be invited by an established existing member), and must be active on Facebook during the past 30 days of membership request.

3e. Grounds for Permaban

The term "Permaban" means Permanant Banishment. It is the process in which the Administrative Panel removes a member from the group against their will or desire for violations contained among this list.

Permabanable Offenses

A. Slander - No member shall post photos of "Snitches" "Informants" "Undercover Informants or CI's" "Narcs", or any other reference to non law enforcement officers.

B. Cyber Bullying Like Conduct - Ref. SOP Section 3 Subsections "4. No member shall verbally assault another member or person with the intent to cause unjust reprecations." and "6. No member shall engage in cyber bullying."

C. Posting ANY pornography.

D. Direct attacks against Spot-a-Cop Adminstration or it's Officers; attempts to undermind the goals and operation of the group or it's ability to have full access without restriction unless imposed by means outside of Spot-a-Cop's control.

E. No member shall post the "Personal Private" information such as pictures of their homes, cars, address'es, phones numbers, etc., of any person unless it is for purpose of good will no mal intent. (Missing Persons, Amber Alerts, Stolen Vehicles, Missing Children, Wanted Person's, etc.

F. Solicitation of ANY KIND without Spot-a-Cop Adminstration. EXCEPT for charitable purposes and NOT in the form of repeat SPAM.

G. Multiple Repeat SOP Violations After Final Warning From Spot-a-Cop Adminstration.

H. Deemed Undesirable Due To Conduct In Violation With Local, State, or Federal Laws. (i.e. Child Pornography, Rape, Murder, Terrorist Activity, Or A Former Member Of The Music Group "Milli Vanilli")

4. Arbitration

Should any issue arrise where a member or administrator has been blocked or banned, said member or adminsitrator may request a hearing to determine the outcome of their complaint.

In order for an arbitrary hearing to be granted, the member or adminsitrator shall submit a formal complain on the group or private message to any administrator stating their compaint.

If a complaint or request for arbitration is received, the following process must be carried out. NO EXCEPTIONS. Note: All participants must hold the SaC Law Certification.

1. The complaint is passed to the Administrative Panel.

2. The Administrative Panel shall appoint an Administrator to act as an Investigator.

3. The Investigating admin shall conduct interviews with all parties involved including witnesses and determine if a hearing is warranted. (See Arbitration Hearing Justifications)

4. If the investigator has determined that there is sufficiant evidence or cause for a hearing, the matter is presented before the Adminsitrative Panel for further due process. If the investigator determines that the hearing request or complaint is unfounded, the matter is then dropped. The original complaintant may petition the Administrative Panel for an appeal and a new investigation shall be conducted. No more than 2 investigations shall be conducted for any single complaint.

5. The Administrative panel shall appoint administrators to serve in the following capacities. Representative of the Complaintant, Representative of Accused, Representative of the Group, and Judicial Administrator (a.k.a. Judge).

6. A 1 week period shall be granted for each representative to conduct their own investigation. All parties MUST comply with each Representative Administrator and submit to any inquaries providing true statements only. Failure to comply with any investigation shall be subject to that users immediate and permanent bannishment from the group and respected networks.

7. The representatives shall convien and present their cases. Each shall be given an opportunity to make opening statements.

8. After opening statements have been entered into record, the Representative for the Complaintant shall present his/her case.

9. Each Representative shall be given an opportunity to ask questions and cross examine one another.

10. Next, any evidence shall be submitted. Again, the Representatives shall have an opportunity to scrutinize and contest any and all evidence.

11. The representatives shall be given an opportunity to give their closing remarks and then the matter is sent to the Presiding Administrator or Judge. The Defense closes last.

12. The Administrative panel renders it's decision which must be in accordance with the SOP. Said decree shall be imposed immediately, unless delayed or stayed by the order of the Judicial Administrator.

13. The original complaintant may petition the panel and notify it of their intent to appeal the decree. The administrative panel is obligated to conduct a new investigation and hearing. All appeals shall be filed within 7 days of the current decree.

14. If a second investigation and hearing are required, all representatives and judges shall be replaced so that no representative holds the same position in any matter twice.

5. Arbitration Hearing Justifications

An arbitration hearing shall be approved if any of the following are true.

1. Sufficient evidence warrants a hearing.

2. The matter can not be settled without administrative intervention.

3. A clear SOP violation has occured.

When Investigations are underway, the investigator must determine if the case has merit and should be sent to the panel for further review.

1. Does a clear conflict or violation exist, or is there a circumstance that requires further review

2. Does the complaint stand up to the SOP?

3. Has anyone been muted, suspended, or banned?

4. Has content been deleted or suppressed?

IF the answer to any of these questions is YES, the matter shall be certified for review.

When an Judicial Administrator is hearing a case, they must also weigh the case against this list.

1. Did a violation Exist?

2. Was the imposed action justified and within the SOP guidelines?

If so, the matter is confirmed meaning substantiated by facts.

Next,

1. Was there any questionable actions taken by staff?

IF so, did those actions lead to an unfair decision?

If so, the verdict should be in favor of the complaintant and a revision in penalty is warranted but the charge remains.

2. Were there other parties involved that promoted the actions leading up to the penalties being contested?

If Yes, the facts determine how the case is altered.

HOWEVER, if the matter if upheld, Then the penalty phase begins.

The Judicial Administrator must order his/her sentencing to be just in accordance with not only the SOP, but taking into consideration, the circumstances in the case.

1. Was the complaintant alone?

2. Was the complaintant cooperative during the proceedings?

3. Did the admin initially handling the matter do something questionable that lead to the initial penalty?

4. What was the complaintants previous conduct record?

5. Was the complaintant instigated?

The judge will rule with these 5 things in mind.

The judge may ONLY make his or her ruling based solely on the facts, evidence, and testimony submitted in the case, leaving all outside info out.

6. Message Posting Policy

The following section defines the acceptable perameters for message posting.

1. Keep it Civil - This Spot-a-Cop is not a place to settle personal differences.

2. Keept it Clean - No profanity, threats, or other content that is damaging to the group,

specific memebers, or our community.

3. Stay on Topic - Messages posted shall remain on the original posts topic.

4. Keep New Posts Relevant - All new posts shall only contain content releveant to the group and it's mission goal.

5. Keep it Safe - No post shall include any threats of violence, harm to persons or property, or that promotes criminal activity.

7. Membership Approval Process

All new members shall be subject to screening verification at the sole discretion of the Security Administration. Any member that is screened is checked for the following.

1. An established Facebook Account (Established Account = accounts 1-2 months or older at the time of membership request.)

2. Fake or fraudulent indentifiers.

3. Possible Scam or Spam bots.

4. 16 years of age or older. (Except on Project LIFE) (Or the legal driving age for the chapter applying for.)

5. Facebook shows activity within the past month, and their account must be more than 30 days old. OR they have been invited by an established existing member.

6. Applicants must reside in the coverage area of the chapter they wish to join or be approved by administration.

8. Administrative Duties Defined

This section defines the various roles and jobs of the Administrative Panel.

These positions shall be appointed by the administrative panel.

Position Terms

Chief of Operations - The overseer of the group.

Chief of Public Relations - The public speaker for the group.

Chief of Security - Overseer of the group and it's safety guidelines. Enforces group rules and regulations, oversees the membership screening process. Also oversees the proper and efficient arbitration process.

Chief of Development - Oversees the site developement and software designs for the goup.

Chief of Marketing - Overseer of advertising and any solicitations that take palce on the goup.

Chief Aldermen - The overseer of members rights.

Chief of Administration - The overseer of the Administrative Panel.

Chief of Policy - Overseer of all purposed policies and proceedures.

Chief of Treasure - Treasury Officer

9. Member Rights

As a member of SaC, you are afforded a few rights pertaining to your membership on our network.

1. You have the right to leave our network for any reason. You are under no obiligation to he bere. We understand that this goes without saying but it has been an issue in the past with some people not understanding that they CAN leave.

2. You have the right to contest ANY action taken against you. (Mutes, Suspensions, Permabans, Reduction in Staff Rank, or Loss of Positions or Certifications.

3. You have the right to appeal any ruling against you. (Maximum 1 time unless authorized by the current sitting president of SaC.

4. You have the right to petition the Administration panel regarding changes including but not limited to; grievences, complaints, or services, without penalty.

5. You have the right to privacy. As such only the information that you submit, shall be retained (if at all) and never sold, shared, or otherwise distributed. All personal info remains private and only used for SaC Agency use.

10. Special Content Removal Requests

There comes a time when sensative content is posted that is especially "touchy" to certain members. While it is clear, what is acceptable content, sometimes, that content needs to be removed.

If an alert, such as an accident, is posted on the group(s) or sites, adn a family member would like to have the content removed, there is now a policy, proceedure, and protocol to accomidate those needs. Below is an outline.

POLICY - Spot-a-Cop understands and respects sensative content. If such content is posted and a formal request has been initiated by the family, we will remove it despite it being within SOP guidelines. This will be done only after the accident and immediate concern and/or effect to the community has been neutralized, the post ceases to be an "alert" and becomes "news" and therefore, mate ONLY THEN be removed. The original author, provided the content was approved content (SOP), shall not be penalized in anyway.

PROCEEDURE - To have content removed for this and any reason, you MUST submit a FORMAL REQUEST. The administration will review your request and make a ruling. You WILL be notified. A SaC Rep may be requested to assist you during this process. Simply make your request at anytime during the phase of your request.

Once a ruling has been reached, you shall be notified and said changes will be posted and carried out according to the administrations discretion at the time of reviewing the matter.

PROTOCOL - The following is the standard protocol for addressing FORMAL REQUESTS. Anything noted with an * is debatable and may be circumvented, altered, or observed in part.

1. A Formal Complaint is submitted by one of the following methods. For content removal for SENSATIVE REASONS, it may be submitted by posting a comment tagging an admin as well as the author. Request that the author consider removing the post when the alert has been cleared. Likewise, ask the admin. Sometimes, the author removes the post when asked politely accompanied by a fairly decent reason.

The next way is to goto our website and visit the Members Area and submit your REQUEST (Not a Complaint.)

2. An admin will review the post to ensure that it is within SOP guidelines first and foremost. If it goes against the SOP it will be removed. If it IS within guidelines, the content will be removed once the alert has been CLEARED.

3. The admin will record the removal in the appropriate designated archives for future reference including all names (author(s), petitioner(s), and a screenshot of the post to be removed. NO VOTE IS REQUIRED FOR REMOVAL OF REQUESTED REMOVALS.

*4. The admin will then post a notice of the content removal citing that it was removed due to formal request. The original author should be notified if possible.

If your content has been removed, you may inquire as to why, but if it was removed under the SENSATIVE CONTENT reason, please understand that you did NOTHING wrong and your post was removed out of curtesy.

Definitions

CLEARED - The alert no longer poses a threat or immediate concern to the community. (i.e. Traffic accident, Emergency Medical Situation, etc.)

FORMAL REQUEST - A request addressed to the administration including a call to action requiring an official response.

SENSITIVE CONTENT - Content that causes emotional stress on family members. (i.e. A post containing photos of a mangled vehicle where a fatality or injury occured.)

11. Certifications & Examinations

In a continued effort to maintain quality service and knowledgible staff, the institution of Certifications and their coorisponding Examinations have been developed and instated.

All staff will be required to obtain certifications in order to serve in various positions. The staff members certifications are listed on the staff page on our website, along with an explination of each possible certification.

CERTIFICATIONS - The following are certifications available.

SaC Law - This certification means that the bearer has passed an examination testing their working knowledge of the SOP, Rules, Regulations, Penalties, Arbitrations Process, Appeals Process, and Member Rights. This Certification requires the SOP Certification.

Member Screening - The bearer has been trained and fully demonstrates the proper proceedures for screening members. Likewise, the admin has also demonstrated a full understanding of the membership requirements for inclusion into SaC including special exceptions.

Ombudsman Certification - The staff member who holds this certification has demonstrated a working knowledge of how Formal Complaints and Requests are handled. They are authorized to work with members with all administrative related tasks.

Recovery Team - The bearer of this certification is a special admin whith rights over all groups on the network. Their job is to help improve the quality and activeness of low performance groups. These admins may not reside in the coverage area of the group they are dispatched to, but they DO have full authority as granted to them by the chapter president.

Senior Admin - This certification is reserved for admins who are authorized to serve on an Administrative Panel. These are not standard level admins. They are specifically tasked with the duty to hear cases and render rulings, voting on nominations for senior staff. The Senior Admin's nomination must be approved by either the Chief of Policy or the President of SaC. Senior admins are elected to the board by MEMBERS and STAFF ALIKE.

SENIOR STAFF - This officer is a one of the following. A Chapter President, a Department Head, Executive Officer, or Former Executive Officer with no demerits (no serious infractions.) The SS has the following certifications in order to obtain SENIOR STAFF. SOP cert, SaC Law Cert, Member Screening, Admin Recruit Cert.

SOP - The bearer of this certification has past an examination of the SOP and has demonstrated a full working knowledge of the document. This is a staple and a pre-requisite for many other certifications.

Admin Recruit Certification - The bearer of this merit has been authorized by the Senior Admin Panel, to recruit new staff members. This certification is held only by staff who have either served with SaC for 6 months, have been assigned a Local Chapter Department Head (known as CDH's), Chapter Presidents, Security Admins, and Recovery Team Admins. There is no pre-requistite for this certification.

Executive Officer - The highest self earned merit available to any staff personel. This certification is only heald by those who have met the requirements for this merit, served the agency for a period of not less than 12 months (1 calander year), and has held either a Department Head, postion, or elected to executive office. And Executive officer may serve as a Judge, Senior Admin Panel member, and may instate emergency executive orders. (note: only the SaC President (or VP in their absence) may envoke a permanant executive order. All EO's must be in accordance with the SOP and are subject to appeal or contest. Chapter Presidents may envoke temporary EO's for their chapters. Required certifications: SAC Law, SOP, Member Screening, Admin Recruit, Senior Staff, Senior Admin.

Assistant Admin - Issued to new admins who have not yet been comissioned with a DH or Senior Postion.

Development Certification - Issued to staff designated with top level security clearence. While there are examinations or certification requirements other Assistant Admin, this position is considered a Senior Staff postion but is limited in governing authorization to that of their personal certifications. This certification may ONLY be issued by the head of developement, AND the current sitting president (or the VP in their absence). This must be noted with the Chief of Security.

Security Admin - This certification comes without an examination, but rather by field promotion. The bearer of this merit has been appointed by the senior panel, chief of security, executive officer, or chapter president. This admin MUST be vetted by the Office of Interior Security Affiars.

EXAMINATIONS - Exams are conducted according to pre-approved tests created by the development department, and signed off by the executive staff. Exams are issued according to each tests own set of rules and by approved staff as outlined in said rules. NO EXEPTIONS.

12. Departments

SaC is made up of departments. Each department is ran by staff. Each chapter contains staff from each department. Overseeing each department is the Chapter Department Head (CDH). Overseeing the CDH's are the Departments Heads. These are the senior staff who are in charge of each department, AND serve on the Senior Admin Panel.

Security - Also known as the Office of Interior Security Affairs. Tasks include ensuring that our network is safe from predators, trolls, and chronic SOP violators. They also work hand in hand with the Developement team to help coordinate security behind the scenes.

Policy - Also Known as Office of Policy. This department is extremely important and should be on of the first positions a chapter should fill, right after the security position, hence the reason we posted that first. The Policy admin is a holder of the SOP certification and serves as an interpreter of the SOP. When a matter is not important enough to go before the panel, or when a question comes up, the Policy Admin is alled upon to make an on the spot rulling. Likewise, they are often called to testify before the Senior Panel in appeals cases. This office handles the governing of the SOP.

Marketing & PR - The Marketing and Public Relations Officer, also known as Dept of Human Relations, handles public speaking, advertising, and general public interaction on a wide platform range. They work closely with SaC Radio.

Developement - Also known as SaC Devlopmental Labs of Innovative Technology. This department is responsible for website updates, technology advancement, app creations, site additions, services, graphics, and pretty much anything you can think of. It's great to have one for each chapter.

Ombudsman - Also known as the Office of Alderman Affairs. The Alderman is the head of this department and his Ombudsmen serve on their respective chapters.

13. Abbreviations

When engaging the Admins and often in routine conversations on the network, you will come across acronyms that may be very confusing. This section will help you understand what each one means. This section will undoubtably be updated regularly.

14. SaC's MySpot!

A new feature coming in 2020 is the new website hosting feature called MySpot! It's a fantastic service where you can get your very own SaC website and make it virtually anything you wish. No hosting servers to configure, no programming needed, and best of all, no .com's to register. A simple you.Spot-a-Cop.com website let's you do everything from our website with absolutely no downloads needed. Do it from your phone, it's that easy. BUT a few things to understand.

1. NO websites containing pornographic images.

2. No hate sites

3. No malicious content

4. Payments must be made prior to expiration of subscriptions. We can not delay suspension of access.

5. Expired sites will remain on the server for 30 days then scheduled for deletion.

6. Expired sites will inccur a late fee.

7. SaC is NOT liable for your site's stability.

8. Backups are YOUR responsiblity. You may request a backup of your site by submitting a Formal Request at any time.

9. Your site is YOUR property except where otherwise stated in your website software package's End User Licensing Agreements and Terms of Use.

10. SaC is not responisble for lost data or site inaccessiblity.

11. SaC Development Services are capable of helping you remedy many common and some uncommon issues. Please reach out when in doubt.

12. In the event that the SaC Server ever sustains a catostrophic failure lasting more than 72 hours, your subscription is paused until service has been restored. If service is down more than 30 days, the member will be entitled to a refund for the remaining time left on the contract.

13. Site content and access is only granted to unauthorized users per court order.

15. SaC Radio LIVE

SaC's Radio station is our members chance to be heard and to talk about topics that affect their communities. We have a few aspects that need to be addressed in order to help ensure you have an enjoyable exprience.

PG and Below - NO FOUL LANGUAGE or ADULT CONTENT

PG13 - LIMIT THE LANGUAGE and Keep the content teen friendly.

R+ - Let er rip but keep it classy. F bombs are never a good idea but they sometimes slip. Let's keep it to a minimum.

General Rules On Air

1. No hate speech at all

2. No name calling unless the episode was intended for a conflict.

3. Obey the Host and Staff at all times

4. When calling in, please turn down the show in the background to reduce echo.

5. When calling, be sure to be in a quiet location as to reduce background noise.

6. When calling, ensure that you have good reception as there's limited time and you may not get a chance to repeat yourself.
